Evaluation of the Early Implementation of the Childcare Offer for Wales.
The Welsh Government has committed to provide working parents with 30 hours of free education and childcare a week for 3 and 4 year olds. This enhanced childcare offer is being rolled out from September 2017 in parts of seven local authorities across Wales: Flintshire, Anglesey, Gwynedd, Blaenau Gwent, Caerphilly, Rhondda Cynon Taff and Swansea. Welsh Government are looking to procure an organisation to undertake a thorough evaluation of this first year of early implementation of the childcare offer across these 7 authorities; looking at both the process and the impact of the childcare offer. This evaluation would be primarily focused on process evaluation with a view to use it to inform the policy and delivery for later years and will involve research with parents and childcare providers.
