Contract for the Provision of Employment Positions for Prisoners at HMP Berwyn.
The contract is with the Ministry of Justice operating through the HM Prison and Probation Service (HMPPS) for the management, sourcing and delivery of 520 employment positions for prisoners within Workshops at HMP Berwyn.
The contract is with the Ministry of Justice operating through the HM Prison and Probation Service (HMPPS). The services to be provided are for the management, sourcing and delivery of 520 employment positions for prisoners as part of the contractor"s and its subcontractors" own economic operations. The employment positions will be delivered in four workshops (including 2 mezzanine areas) inside HMP Berwyn in North Wales. HMP Berwyn opened in February 2017 and is the largest prison in England and Wales and is the second largest prison in Europe. The contractor will provide commercially operated workshops which offer similar working conditions to those outside of the custodial environment and through which prisoners will obtain employability skills.
The contract is for an initial 5-year term with options to extend for 2 further years and a further exceptional extension option for up to 1 year which can be exercised irrespective of whether the other extension option has been exercised.
Provision of Employment Positions for Prisoners at HMP Berwyn
The value of the contract is estimated to be 14 900 000 GBP over the maximum term of 8 years — the minimum term being 5 years with options to extend for 2 further years and a further exceptional extension option or up to 1 year which can be exercised irrespective of whether the other extension option has been exercised.
Although the competition was run using the Light Touch Regime, a period of time equivalent to that required for a standstill period under the Public Contracts Regulations 2015 was observed.
No further contracts shall be awarded during the period covered by the prior information notice posted on 21.3.2016.
