        We wish to engage a partner to work with us develop and deliver a bespoke Executive Development Programme for the Senior Management Team. The senior team at Choice Housing is newly formed. It is a mixture of directors from the legacy organisations,some doing the same role as before and some with new roles. These are Group Director Tenant and ClientServices, Group Director Development, Group Director Finance and Group Director Governance and IT. There 2 / 4 is a new Group Chief Executive (appointed Jan 2016, a new Chief Executive for Oaklee Housing, and a new Group Director of Organisation Development (both appointed July 2016 ) with a new Group Director of Growth joining in January 2017. Whilst this is a newly forming group, the senior team already are a capable and sophisticated group of experienced leaders. This intervention is therefore n no way a remedial action, the focus is firmly on skill enhancement and team development.

        The key challenges can be summarised as:

        Internal:

        Complete the full integration of the legacy organisations and fully leverage the value of Choice

        A new senior team who are performing well as a group but who could benefit from a targeted intervention around issues of team dynamic and individual growth.

        There is a new (voluntary) Board which is going through its own period of renewal and as such is presenting both an opportunity and a risk to the senior management team in terms of demarcation and delegated authority.

        We have an aspiration, and plans, to develop beyond our core purpose of providing affordable rented accommodation and to move into private rented and private development for sale. This poses a cultural challenge as we need to become more commercial but remain true to our social enterprise values.

        External:

        Housing provision is a pressing social and political hot topic.

        The social housing sector is under pressure to build more new developments, but these must be economically viable.

        Welfare reform at a national level will place significant strain on our tenants in the medium to long term.

        The next two largest Housing Associations are due to merge in 2017 and this may cause as yet unforeseen complications in the market.

        As a result of the above, Choice Housing wish to invite suitably qualified consultants to express an interest in working with us and the rest of the senior team over a 6-12 month period to further develop the team.

        The successful consultant will be expected to:

        — Present an overview of their approach to developing a bespoke Executive Development intervention.

        — Demonstrate a clear understanding of our corporate strategy and vision.

        — Demonstrate clear arrangements to allow for effective project and contract management.

        — Demonstrate clear post intervention evaluation protocols.

        — Note that any proposed psychometric instruments will need to be detailed as part of the proposal.
