The Employer is seeking competitive Tenders (‘Tenders’) from suitably qualified contractors (‘Contractors’) in response to this Invitation to Tender (‘ITT’) with a view to awarding a Contract to one contractor for the asset validation and compliance validation of this equipment. For the avoidance of doubt the range of equipment to be included within this contract shall include, but not be limited to, the following items.
—The entire natural gas pipework system from the main gas shipper incoming supply meter up to every appliance or outlet terminal.
—Where there is any shipper pipework before the incoming meter within any building then include this pipework as if owned by the University.
—Include all pipeline assemblies, brackets and components including valves, meters, filters, regulators etc.
The contract will begin on 1.11.2017 for a 12-month period, with an option to extend annually for a further 4 years.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

The Public Contracts Regulations provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
