         The A303 Amesbury to Berwick Down is a significant road improvement project. Our proposed solution is to build a 1,8 mile (2,7km) tunnel under the Stonehenge World Heritage Site; a bypass for Winterbourne Stoke and improve the junctions between the A303 and the intersecting A345 and A360. The project is expected to be procured using a Private Finance (PF2) (design, build, finance and maintain) contract requiring privately.

         Financed capital expenditure of around 1 300 000 000 GBP. Following the announcement of the preferred route, the project will enter the development phase, progressing through the Development Consent Order (DCO) process and the procurement of a DBFM. A single financial adviser is required to provide advice and support to Highways England.

         A single financial adviser is required to provide advice and support to Highways England, the principal objectives will be to:

         i— provide market intelligence and advice on viable financing structures,

         ii— prepare and maintenance of a shadow bid model,

         And provide advice:-.

         iii— during the evaluation process, especially on the bid financing strategies,

         iv— on balance sheet treatment and alignment with ESA10 regs,

         v— on third party revenue contributions, and

         vi— on the financial close arrangements.

         The estimated value of the procurement (excl VAT) is in the range between 10 000 000 GBP and 13 000 000 GBP and is expected to be for up to 6 years duration.

         The successful supplier should be able to demonstrate they have the capacity and dedicated resources to undertake a project of this nature.
