Design and Implementation of Accountability in Tanzania 2 (AcT2)
The aim of the AcT2 programme is to support Tanzanians to hold their state to account. This is crucial to fostering a well-functioning state that acts in the best interests of its people — in tackling corruption, efficient spending of public resources, promoting investment and jobs, and delivering effective public services. This programme aims to address the power imbalance between state and citizen in Tanzania by helping civil society organise at different levels to articulate citizen demands, and then support their negotiation with the relevant authorities.
Excluding VAT the total value of the contract is 36 023 603.49 GBP, which includes a Fund Element of 27 816 016.00 GBP.
Contract award to provide the remaining phase (s) of the AcT 2 programme, as per original OJEU Notice and market advertisement. This will allow the completion of activities designed by and currently being delivered through the existing Contractor, concluding the original requirements of contract, which was a 3 phased programme — (i) Design of Business Case, (ii) Inception and (iii) Implementation, over the extended time period.
It will allow the project to continue delivering results which include the increased responsiveness and accountability of government of Tanzania to citizens, which is expected to contribute to improved access to public goods and services for poor Tanzanians. Initial programme focus areas will include: youth, agriculture(60-70 % of all livelihoods) and urbanisation. In addition, all of the organisations will be supported to use the media effectively, and on the cross-cutting issues of anti-corruption, gender and climate change.
