Highways & transportation professional services term contract
London Borough of Hillingdon invited tenders from suitably qualified and experienced Term Service contractors to deliver "Call off Services" under a Highways and Transportation Professional Services Contract to provide "Call off Services" and the undertaking of ad-hoc projects and the secondment of specific consultants" staff to work with the London Borough of Hillingdon on a range projects as and when required.
Details of the Project.
The Highways & Transportation Professional Services included are set out below;
Highways & Traffic.
— Design of major town centre & public realm schemes, planned carriageway & footway works, bus stop accessibility, road safety schemes, cycling and school travel plan schemes.
— Traffic engineering including traffic calming, road safety, cycling, pedestrian, bus priority, junction improvement, traffic signals, freight, congestion reduction schemes and traffic signing.
— Parking management scheme design.
— Traffic sign schemes.
— Streetscape & landscape design.
— Safety audits.
— Public rights of way including consultation on definitive maps.
— Street lighting design.
— Environmental studies and advice– including air, noise, biodiversity, geotechnical, pollution and remediation.
— 3D Topographical and Land surveys.
— Disabled access improvement studies.
— Feasibility studies & designs.
— Detailed designs.
— Preparation of estimates.
— Traffic modelling.
— Traffic surveys.
— Prepare TTRO"s and TRO"s.
— Highway asset management data surveys.
— School travel planning.
— Supervision of site work including highways, bridges etc.
— Contract administration & certification.
— Drainage studies - feasibility and design, hydraulic investigation, pipeline/culvert; structural performance and renovation programming & planning.
Highway Structures.
— Structural engineering design including bridges, highway structures and building structures.
— Highway, bridge and other structures - General, structural, special inspections; defect identification and solution; maintenance and repair programming and planning; Personnel must be track and confined space trained.
— Assessment of highway structures.
— Structural Monitoring.
— Interim measures for highway structures including design, monitoring including precise level monitoring.
— Emergency inspections of highway structures.
— Ad-hoc structural advice in relation to bridges and other highway structures.
Buildings & Other Structures.
— Structural Inspections of buildings, boundary walls and outbuildings.
— Precise Level Monitoring of buildings.
— Design of underpinning Works.
— Structural Repairs.
— Structural Investigations.
— General structural advice in relation to fire damaged properties, party wall matters and emergency inspections.
— Design calculations for building control submission.
— Design of foundations, structural elements.
— Multi-Storey car parks - structural inspection, improvement works.
Developer & Planning Related Services.
— Planning application reviews including providing evidence at enquiries S106 design and implement schemes, S278 (design check & supervision) advice to developers and consultants.

— issue of substantial and final certificates.

Contract based on The NEC3 Professional Services Contract (April 2013) issued by the Institution of Civi Engineers. (the Contract).
The conditions of contract are the core clauses and the clauses for main Options C and G, dispute resolution Option W2 and secondary Options X1, X2, X4 or X13, Y(UK)2 and additional clauses Z1 – Z12 of the NEC3 Professional Service Contract (6.2005).
Contract will be for a term of 5 years with no extension.
