         NMiTE has been offered a donation of the commissioning of a modern robotics and intelligent machines laboratory worth 949 325 GBP by Quanser. However, this donation will necessitate the funding by NMiTE (at additional cost) of some robotic equipment, plus licensing and ongoing support and maintenance costs of the laboratory and some start-up services. These supplies, services and licensing can only be provided by Quanser, hence the intention to directly award as per Regulation 32 (Use of the negotiated procedure without prior publication) of the Public Contracts Regulations 2015 due to technical reasons and potentially, the protection of exclusive rights, including intellectual property rights).
