DFID is seeking to procure a Service Provider to deliver advice, training, grant management and IT systems support to help establish and consolidate public financial management systems in the emerging Federal States of Somalia. The Service Provider is expected to provide the following services to each of the emerging Federal States: — Technical advice on the establishment of public financial management systems, ranging from strategic advice on sequencing and priorities to operational advice on processes and resources (including staffing) — Training on the skills required to operate public financial management systems, including mentoring for senior officials — Procurement and commissioning of a Financial Management Information System (FMIS), including pre-financing if necessary, allowing the establishment of a Treasury Single Account — The provision of limited on-budget grant support to the Emerging States, to finance some initial capital projects as a means to demonstrate system effectiveness.

The contract will be governed by English Law. DFID reserves the right to annul the tendering process and not award the contract. From 1.4.2001 all UK development assistance has been fully untied which allows suppliers from anywhere in the world to bid for DFID contracts. Where circumstances require further extensions beyond the original contract duration/agreed extensions DFID will consider doing so by means of the Negotiated procedure where necessary conditions are met. If required, the initial contract may be extended for a further 12 months subject to satisfactory performance of the supplier, on going programme needs and availability of funding.
