Pavement Framework
Highways England has procured a Pavement Framework for the supply of Materials, Plant and Labour to carry out bituminous and concrete patching, surfacing and pavement construction operations including planing (milling), paving, ironwork and associated ancillary works, adjustment, renewal, in-situ and ex-situ recycling, footway surfacing and asphalt kerbing. The framework has been designed and shaped in line with the collaborative approach set out in the Highways England Supply Chain Strategy to enable better end to end focus on performance specifically around safety, customer and efficiency. Investment in pavements over the Roads Investment Strategy period 2015-2020 is circa 3 300 000 000 GBP and it is expected that 2 300 000 000 GBP of the pavements programme will be procured via this Framework, indicative lot values have been provided based on 2 300 000 000 GBP. Highways England has stated 3 300 000 000 GBP to allow for additional programme investment from Highways England or other Contracting Authorities.
Lot 1 North East (Major)

Supply of Materials, Plant and Labour to carry out bituminous and concrete patching, surfacing and pavement construction operations including planing,(milling) paving, iron work and associated ancillary works, adjustment and renewal, in-situ and ex-situ recycling, footway surfacing and asphalt kerbing. The scope will also include emergency response.
Area 12 Yorkshire, Lincolnshire, Derbyshire. Location to include A1M - M1, M18, M62, M180, M181, M606, M621, A1, A19, A57, A61, A63, A64, A160, A168, A180, A616, A628, A1033 and A631 lower deck of Tinsley viaduct at M1 junction 34.
Area 14 Durham, Northumberland, North Yorkshire, Tyne and Wear. Location to include A1(M)/A1, A19, A184, A194(M), A66(M)/A66, A1033 and the A696.
The anticipated contract length will be 4 years and will be divided into Regional Lots, Lot 1 and 7 North East, Lot 2 and 8 East, Lot 3 and 9 South East, Lot 4 & 10 South West, Lot 5 and 11 Midlands and Lot 6 and 12 North West.
Each of the 6 Regions will include x 2 sub Lots. 12 totalled.

Additional information regarding lots: On each anniversary of the award of the Framework Contract and before allocation of work for that year, suppliers in Lots 7 to 12 provide information to demonstrate whether or not their economic and financial standing is such that they could be awarded work to a higher level than the maximum for the Lot. The Framework Board reviews this information and decides whether the upper limit of any of Lots 7 to 12 should be increased. The information for each Lot will be considered separately, and different upper limits may be fixed for each Lot The maximum value of work for Lots 7 to 12 is capped at 2 000 000 GBP. When the maximum value for Lots 7 to 12 is increased, the minimum value for Lots 1 to 6 is increased by the same amount. The Framework Board notifies suppliers in all Lots of their decision.
The Framework Agreement will be an enabled framework available to Highways England as well as other Executive Agencies of the Department for Transport Other Central Government Departments and Executive Agencies.
Transport for London Local Highways Authorities in England Welsh Assembly Government Northern Ireland Assembly.
Transport for Scotland, Design Build and Finance Operators (DBFO"s) Any supplier appointed to the Collaborative Delivery Framework or its successor.
Any supplier appointed under an Asset Support Contract or a MAC Contract.
Any Supplier appointed under Asset Delivery (AD) contract.
Any other Tier 1 or Tier 2 supplier to the Employer, to place package orders directly with the organisations appointed to this framework and will act as Contracting Authorities. It is expected Highways England contractors and supply chains will use this framework and will act as contracting authorities. Other public bodies which may use this framework are, but are not limited to Local Highways Authorities in the areas stated.
Highways England allowed a minimum 10 calendar day standstill period at the point information on award of the contract was communicated to tenderers. Appeals lodged in accordance with the Public Contracts Regulations (2015) as amended.
