        The Council wishes to appoint up to 3 Contractors per lot to its Fire alarms and emergency lighting servicing and Maintenance framework to provide:

        — minor adaptations or upgrades to existing fire alarms and emergency lighting and associated equipment.

        The Framework will be used by the Council and contracting authorities (Customers) that it grants access. Customers can include but not limited to schools, academies, district councils, county councils, city councils, libraries, police forces, fire brigades, or similar organisations and charities.

        Contractors are able to bid for one or both lots described below but must be able to meet the response time required for the lot.

        — Lot 1: providing a maximum 1 hour service to any call-out required within the county environs of Leicestershire.

        — Lot 2: providing a maximum 3 hour service to any call-out required outside the county environs of Leicestershire.

        Leicestershire County Council (the Client) proposes to make this Framework available to other contracting authorities and charities within the geographic region of Leicestershire.

        a) Contracting authorities as defined in the Public Contract Regulations 2015;

        c) charities as defined in the Charities Act 2011;

        d) example of contracting authorities based in county environs of Leicestershire comprise of:

The maximum period of the Framework is 44 months.

        Leicestershire County Council (the Client) proposes to make this Framework available to the following types of contracting authorities:

        a) Contracting authorities as defined in the Public Contract Regulations 2015;

        b) Schools and Academies as defined in the Education Act 1996;

        c) charities as defined in the Charities Act 2011.

        Within the geographic region of the East Midlands (Derbyshire, Lincolnshire, Northamptonshire, Nottinghamshire and Rutland), the West Midlands (Herefordshire, Shropshire, Staffordshire, Warwickshire, West Midlands and Worcestershire) Home Counties (Bedfordshire, Buckinghamshire, Hertfordshire and Oxfordshire), East Anglia (Cambridgeshire and Peterborough), South West England (Gloucestershire), Yorkshire and The Humber (South Yorkshire). Contracting authorities and charities from other English Counties can be permitted to use this Framework.

        At this time, the Client cannot be certain how many third parties will use this framework. Therefore, it is not possible to give a value. However, a local authority based on Leicestershire’s size equates to 220 000 GBP spend.

          Leicestershire County Council (LCC) will incorporate a minimum 10 calendar days standstill period at the point of information on the award of the contract, as communicated to tenderers. Applicants who are unsuccessful shall be informed by LCC as soon as possible after the decision has been made as to the reasons why the applicant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order for any document to be amended and may award damages, make a declaration of ineffectiveness, order for a fine to be paid, and/or order the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
