Provisin of a Revenue and Benefits Service
The contract will be for the provision of high quality services relating to the processing of Revenues and Benefits related work. Therefore, the Council is inviting tenders for this contract and is interested in exploring the possibility of further extending the scope of the contract to include additional volumes and service elements.
The Council’s existing contract involves the following service provisions and it is the Council’s aim to re-tender for these services:
— Fixed output Council Tax day to day correspondence processing,
— Council Tax Recovery from liability order to bailiff return,
— Full Administration, Collection and Recovery of NNDR including telephone contact centre,
— The preparation and completion of Non Domestic Rates Returns,
— Scanning and Indexing of Council Tax, Business Rates and Benefit documentation,
— Contact Centre for receiving Council Tax and Benefits telephone calls.
Contract Start Date: TBC
The Council will maintain responsibility for providing face to face reception services both at the Civic Centre and One Stop Shop and responsibility for systems administration and the management of the annual subsidy claim. The Council will also be responsible for the assessment of all housing benefits and council tax reduction claims in addition to the appointment of enforcement agents.
The Contract will be for an initial term of 5 (five) years extendable at Hillingdon"s sole option for a period of 2 (two) x 2 (two) year, giving a total of 9 (Nine) years (the Term).
The Contracting Authority anticipates that the Business Transfer Directive 2001/23/EC as implemented by the Transfer of Undertakings (Protection of Employment) Regulations 2006, will apply to the transfer of personnel from the incumbent contractor under this procurement. The contracting authority"s detailed requirements will be set out in the Contract Documents.
